The NSW Government is investing in high-quality carbon abatement in the primary industries and land sector through the Low Carbon Landscapes grants, delivered under the Primary Industries Productivity and Abatement program. The grants support ambitious projects in the primary industries and land sector that will reduce emissions, increase carbon stored in soils and vegetation and deliver co-benefits such as improved productivity, biodiversity outcomes and stronger regional economies. Funding supports the early stages of project development, with a focus on exploring market opportunities, developing a financially viable model for project delivery and identifying suitable sources of private investment for on-ground implementation.
This funding is helping to build a pipeline of investible carbon projects in the primary industries and land sector, supporting NSW’s transition to net zero while strengthening regional economies.
What is the Upper Billabong Low Carbon Landscapes project?
Through this initiative, Holbrook Landcare Network will help farmers access natural capital profiling and project planning for carbon and biodiversity initiatives. This includes business modelling and a realistic assessment of the opportunities through environmental markets mechanisms.
As momentum in this space grows, Holbrook Landcare is actively exploring ways to promote participation in carbon markets, particularly through insetting and sustainability credentialling to unlock value for both farmers and the environment in this region.

Project Objectives
The Upper Billabong Low Carbon Landscapes project aims to:
- Explore opportunities for high-quality carbon abatement projects across the combined 59,559 hectares of the three Target Landscape Areas (Mountain Creek, Ten Mile and Mullengandra)
- Develop investment-ready projects covering at least 1,834 hectares across Target Landscape Areas, with estimated carbon abatement of at least 769,752 tonnes of CO₂e over 25 years
- Create replicable models that enable land managers to participate in environmental markets independently, without needing a broker
